3rd PILOT MEMORIAL PLANNING MEETING
March 13, 2013
The meeting place was Independence Library Conference Room
and was called to order at 7:05 pm by Danny Jaffer, Chair. Others present were
Mark Mathews, PCOPA; John Wilson, ODA; Ken Hardwick, Chair of ISAS Board; Paul
Gilman, CAP and Andy & Connie Andersen, OFF.
Who Does What & When on the agenda was
discussed as follows:
The agenda for this 3ndPlanning
Meeting was accepted to use the February Planning Committee Meeting DRAFT
Minutes for the Planning Meeting on 3-13-2013 as guide. The February Planning
Committee minutes were approved by Motion and affirmative vote of those
present.
- John
Wilson affirmed the ODA has given permission to use 7S5, including use of
the Beacon Tower for the Flag Ceremony for Pilot Memorial Tribute on
Memorial Day, May 27, 2013.
- John
stated this request by Swecker, Director of ODA, for OANG at PDX for
Flyover of F-15s at beginning of Flag Ceremony on May 27th, ,
is still in process and might not be possible because of suggested cuts in
military budget on May 1st. John Wilson will be contact person.
- Discussion
of suggestion to include display. Al said he had contacted Henry Bartle’s
to help with contacting and parking of Antique and Classic Aircraft.
Al was not present but is still working on such display of both antique
aircraft and automobiles. Al has also contacted a Auto Club for a display
on vacant lot of Robin Reed.
- Andy
contact Doug Birge, as Harvey James died of Coronary Arrest in February,
to request participation of AMVETS to lower the flags to half-staff and
raise them to full staff, Doug Birge sent e-mail to Andy, stating
AMVETS will continue providing this support. Paul said CAP will help as
before, while Steven Springer leads in singing the National Anthem. Danny
confirmed he has contacted Steven and Steven has agreed to lead singing of
National Anthem and will also use his PA equipment for the rest of the
event. Steven will also play his recording of a Medley of Military theme
songs during the recognition of Military Veterans present. Al Cleveland
will contact the local Boy Scout Troup to participate in Flag Salute.
Al was not present but will contact Marici and Robin Reid for Cub Scout
participation.
- Danny
stated Senator Winters has agreed to provide “Welcome”, if not
required to be in Oregon Legislature that day.
- Andy
confirmed Rev. Michael Parks will provide the Invocation as last
year.
- Retired
Navy Pilot, Paul Hudgens, member of the Oregon Aviation Board, has been
asked to provide the Tribute to Pilots. Mathew Maas, ODA, has
agreed to be on standby if Hudgens is not available. John reported Paul
Hudgens has agreed to provide “Tribute to pilots”. Danny will attend next
ODA Board meeting in Salem on April 2nd at 10am to meet
Hudgens.
- Debra
Plymate, President of Pines Chapter 99s, will to provide the Pilot
Memorial Wreath.. Paul said CAP Cadets will place the wreath and
will help in presenting USA Flags to families. CAP Cadets will also help
in parking cars and manning the traffic stop at corner of Hoffman &
Airport Rd.
- Presentation
of USA Memorial Flags. Danny has contacted Congressman
Kurt Schrader who has agreed to provide 20 USA Flags that have flown over
the U.S. Capital for families of deceased Aviators being honored,
including non Military and the one Lady Aviator. The Planning Committee
agreed any pilots, who die after the February Planning meeting, be held
over and be included in the 2014 Pilot Memorial Tribute. Discussion
followed on whether to give all 20 USA Flags or to reserve them for those
who were certified pilots and/or Military pilots. Ken stated he prefers
reserving the USA Flags that have flown over the Nations Capitol to
Military Veterans and certified pilots. Ken prefers providing Memorial
Vases or otherwise to honor non military and those involved with aviation
but not pilots as we have done in the past, with help from Airpark
So-n-Sos. To do otherwise could dilute the importance of recognizing
Veterans and certified pilots. He stated the ISAS Board might be willing
to provide the cost of the 9 Memorial Vases or other recognition. Andy
made the motion to delay ordering the USA Flags until the ISAS Board meets
decide the issues of continuing the present form of honoring the deceased
person’s families with USA Flags or other recognition. Motion passed by
voice vote. Andy has asked Bob Zafran, Flight Reserve Association
(FRA) to help make the presentation of the flags to families as before.
Bob is ill but will help CAP Cadets make the presentations, if well enough
and able at that time. Whether or not Bob is able to be at the Memorial
Tribute, Bob will provide the small US flags like he has done in the past
for distribution to youth.. John Wilson said he knows where Bob lives and
volunteered to go to his home to get the small flags.
- Recognition
of Military Veterans present. Steven Springer has agreed to lead the
playing of a Medley of Military Music as before and each Military Veteran
present will stand as the song of his branch of service is played.
- Andy
will follow-up with formal request from Planning Committee to have S/Sgt.
Dannielle Ritacco play TAPS as she has in the past.
- Andy will follow-up with request for
Missing Man Formation by former leaders Denny Jackson and Dennis
Krummel for this Fly-By of Airpark RVs.
- Ron
Hanna has agreed to monitor 7S5 radio frequency 122.975mg for safety
during the Pilot Memorial Tribute.
- Lynn
McDonald has agreed to lead Fly-By of various aircraft including:
Warbirds, helicopters, powered gliders, home built, light sport,
ultralight classic & antique aircraft. Al Cleveland will help parking
in designated tie-down areas. Al has made a map of locations and will send
copy to ODA.
- Dave
Martin has agreed to conduct the briefing, on café porch at 10 am, for the
required Mandatory Pilot Briefing for all pilots in fly-bys.
- Mark Matthews confirmed the PCOPA will
plan the Community Picnic Lunch from 11:30 am to 1 pm, to be held in
Nutsch Aviation Hangar, and will budget funds to buy an Oregon Flag to be
use for the Pilot Memorial Tribute and for the Memorial Flag pole in front
of the café for the rest of the year. Andy will order the proper flag.
- Danny
has initiated request for US Coast Guard and the OANG in Salem for
helicopter fly-by, static display and for a Rescue Demonstration at 1 pm.
It was stated there might not be funds for such Fly-Bys after April 1st
proposed Military budget cuts.
- EAA
& PCOPA has been asked to place signs and barricades by Monday
morning. Tables and folding chairs to be moved from EAA hangar to Nutsch’s
hangar for Community Picnic and plastic chairs to area near the temporary
flag pole at the beacon tower. Danny said he will check if there is
possibility folding chairs will be available instead of moving EAA chairs
for the Community Picnic. If so, EAA needs to know how many folding chairs
and tables might be needed. Use of EAA Hangar has been requested for flag
ceremony if it rains.
- ODA
has installed pulley and halyard on airport beacon tower and has been
maintained by Dave Martin.
- Andy
confirmed, Ceremonial flags will be raised at 8 am Monday, on beacon tower
and Café flag pole by Al Cleveland.
- A
volunteer is needed to develop an easel display of pictures and names of
those from this area, who were Killed or Missing In Action (MIA), to be
built for display in Nutsch’s Hangar during Community Picnic Lunch. Danny
had contact Polk County Historical Society for help. Andy has an easel and
some material available from previous years. Perhaps the PCHS could also
help in writing news articles. Andy said he had visited with David Moellenberndt
and Gladys Moorman at the Polk Co. Museum and both stated they are
confined to work on Polk County projects and did not have time to do much
work outside Polk Co. for the Pilot Memorial Tribute, but might help with
a display of deceased or KIA pilots from Polk Co. in Nutsch’s Hangar
during Community Picnic on Memorial Day. Danny said he would follow-up
with them to help build such a display.
- Marquis
Spa has given permission for use of their parking lot on Memorial Day.
Andy will ask Nutsch Aviation for use of their bus with driver and 1st
Baptist Church has already agreed to use their bus and driver to shuttle
from parking lot to airport and return from 9 am to 2 pm.
- Andy
will contact City Councils of Independence, Monmouth and Polk County
Commission, to request “Proclamation” to encourage attendance. This
information has been used with news articles.
- Farnstrom
Mortuary has agreed to print 400 Programs with insert of deceased Aviator
list. Farnstrom will also print Posters. Lois Martin has agreed to design
masters for Program and Posters. She has requested deadline for making
masters, as she is planning a trip.
- It was
suggested Open House displays be encouraged in the EAA Hangar and Nutsch
Aviation Hangar to promote Aviation and Memorials. Marilyn Husser has
contacted John Sedey about a Memorial Table for Roberta Sedey. John
appreciated the offer but said it is too soon for him after is loss of
Roberta.
- Restrooms
are available in FBO, Nutsch Aviation, and EAA hangars. FBO has agreed to
provide Handicap Portable Restroom between two sheds at gas pumps.
- Volunteer
is needed to write news articles for local Newspapers and organization
newsletters. Danny has agreed to help. Andy will provide copies of last
years new articles as a guide.
- Jerry
Pryce and Doug Davis have agreed to be Safety Officers.
Meeting was adjourned at 7:50 pm with suggestion next Planning Meetings be held
on second Wednesday, April 10, 2013, at 7 pm in Independence Library. Request
has been approved by Library to reserve the Conference room.
