ISAS    Meeting Minutes    April 11, 2022

 

The normally scheduled ISAS Board meeting was called to order at 7 PM by Chairman Ken Hardwick.

 

As this was the first regularly scheduled meeting of the ISAS Board in two years (because of Covid-19) the Board Member representative list from each area was updated.

 

In Attendance:

North Park HOA - Bill McCoy   /  IAHA HOA - (absent)   /  Commercial - Jeanne Wildman, Dan Haley

Hangar Lessee’ - David Thiel, Ken Hardwick   /   EAA 292 - Vince Homer, Richard Harrison

Oregon Pilots Assn - Frank Brown.   +  ISAS Vice-Chairman, David Ullman.   A quorum was present.

There were also an additional fifteen 7S5 homeowners in attendance for a total of 24 present.

All individuals introduced themselves before the start of the meeting.

 

Previous Minutes:

The previous “special” Board Minutes were distributed and were approved as published. Motion was made by Jeanne Wildman, carried. Minutes approved were from: 9/27/21 , 10/3/21, and 11/4/21.

 

Old Business:

7S5 Fencing.  The fencing of the airport was discussed in detail. Currently the contractors are working on the fence along Airport Road. The only unfinished part is in the restaurant area. It is expected the work will begin on the west side fence shortly after the completion of the Airport Road section. The fence on the North end of 7S5 is currently on hold with no current time line to begin that phase of the project.

It was brought up again to approach ODA about some type of landscaping along the fence line (in the ditch area) from Hoffman Road to the Nutsch FBO area.

 

New Business:

VASI Lights vs. Property Purchase. Betty Stansbury, ODA Director, had asked the airport uses to prioritize this issue. Which one would be preferable for the ODA to pursue?  Since the O.D.A. has asked our opinion it appears the west side property has been sold and is now in closing “subject to contingencies”.  After a brief discussion it was felt the VASI lights were important but if the property somehow again becomes available, purchase of the property would be our top priority. This opinion was unanimous with all Board Members and homeowners present.

 

7S5 Airport Ownership. Betty Stansbury, ODA Director, had also asked the airport users if they were in favor of the State of Oregon transferring ownership of the airport to the city, county or other governmental agency. The group felt that another governmental agency would have no expertise in running a busy airport and would make decisions based only on a positive income flow created by a new tax and/or increased fees that would benefit themselves, not the airport users.

After much discussion it was a unanimous decision by the ISAS Board that the airport users were NOT in favor of changing airport ownership and/or any airport operation responsibilities.

 

This vote was consistent with a poll taken at the EAA Chapter 292 meeting on Saturday, April 9, 2022.

With approximately 75 people present at that meeting only a couple people were in favor of giving the airport to another governmental agency to operate.

Airport Road, South Gate.   It was brought up that the ODA is changing the access to the airport at the south gate. This gate is currently open during the day for the public to access the four businesses in that area. The gate is closed at night and entrance can only be gained by a code entered into the keypad. The gate will open automatically for a vehicle to exit. The ODA is in the process of restricting daytime access to the airport through this gate. This daytime gate closure would restrict the public from having access to the businesses in that area.

This change of access seems to be a departure from the original plans submitted to the airport users for their review. It was agreed that a letter will be sent from the ISAS Board to the ODA to reconsider this move as it would severely restrict or possibly close down these four operations. 

 

Board Area Reports: 

Each Board member gave a brief report of the current activities in their respective areas.

 

Election of Officers:

The following were nominated and elected as ISAS Board Officers:

Chairman – Ken Hardwick

Vice-Chairman – David Ullman

Secretary – Richard Harrison

ISAS Webmaster – Robert English

 

There were no opposition candidates nominated therefore the Board Officers were elected by a unanimous voice vote.

 

Next Meeting.

The next regular ISAS Meeting is not scheduled at this time. It was discussed that there would be two regular meetings scheduled per year with additional special meetings scheduled on an “as needed” basis.

 

There being no further business the meeting was adjourned at 8:10 PM.
