AGENDA
January 21, 2010
Independence Airpark Homeowners
Association
Welcome and introductions
General comments regarding
Board meetings
- Hopefully,
this will be primarily an organizational and informational meeting. Let me apologize in advance if that is
an incorrect assumption and for asking any questions that should have
obvious answers.
- Are
there any IAHA-specific guidelines (written or otherwise) for Board
meetings that we need to follow for the conduct of meetings? The Bylaws are only general in nature
and in reviewing the information on the Website for previous meeting we’ve
tried to duplicate those agendas in the bottom half of this agenda.
- We want
to be to the point and brief but thorough in our comments.
- The
chair should recognize folks before they speak.
- What has
been the practice where voting is concerned? Roll call; voice; or a combination?
- Would it
work to ask if there are any objections to a motion as a way of
streamlining processes? This is a
practice used by State Legislative committees. When there are no objections to a motion it can be declared
unanimous.
- During
my time on the City Council the Mayor (or President of the Council) only
physically voted in case of a tie – otherwise they were recorded as voting
with the majority. How has that
worked with the IAHA Board?
Current Issues
- FAA Through the Fence Policy directions and
response to date with discussion regarding future efforts – John Horn
To date there has been one comment period
(for Compliance Guidance Letter 2009-1) that ended December 21st and
there is another comment period (for Order 5090.6B, FAA Airport Compliance
Manual) that ends on March 21st.
Representative Vicki Berger has asked that
we speak with one voice on these issues – as opposed to letter writing by individuals.
During the period ending Dec. 21st
a number of individuals plus three of members of the Oregon Congressional
Delegation, the State DoA, the City and the County Commissioners have submitted
comments to the FAA. The response to
the Congressional letter is going to be important in helping guide our efforts.
Gathering committed support of AOPA, EAA,
OPA and other ‘alphabet groups’ would seem to be a good approach regarding the
2nd deadline.
- Block Herald System – Margaret Kelly; Rena Peck –
plans for 2010
- Exploration Committee – Discussion regarding combining
Airpark Associations and possible Committee formation
Bill Boyle has indicated an interest in
this issue but is otherwise committed to his tax work at the Senior Center and
doesn’t have time to provide a lead role in the effort. I have spoken with Norm
Rainey, North BoD President and he has indicated that their work on this issue
has been limited and will be only exploratory at the front end. What is the pleasure of the Board?
Herb – would you be willing to take a lead
role?
- Airpark History – documenting our existence and
preserving it for the future.
Lois Martin has volunteered to take the
lead on this effort. What should be
developed is a definitive, documented history of the Airpark itself along with
the references (documents) supporting the information. It should be a scholarly work with which
questions can be answered on an authoritative basis.
Comments from the floor –
Board and Association Members – concerns and issues
This slot on the agenda is an experiment
which is intended to provide an opportunity for Airpark Residents to express
views and ask questions. BoD members
are also invited to do the same.
Prior Meeting Minutes –
Secretary Robert English
There are some issues left over from this
meeting – see draft minutes.
Financial Report – Treasurer
Keith Moes
Committee Reports:
- Architectural – Chair Dave Martin – No activity
since September
Per Bylaws there will need to be BoD
approval for other Committee members selected by the chair.
- Maintenance – Chair Craig Cowles
Per Bylaws there will need to be BoD
approval for other Committee members selected by the chair.
Board Member Reports
- Past President – Kelly Wilson
- Vice President – Herb Jolliff
- President – Gary Van Horn
- Damage
to Bellanca Taxiway from Police Cruiser – conversation with Chief Wells
indicates he is going to take corrective action and understands the
reasons for concerns. Has Craig
had a chance to look at the site and does he have any idea what will be
needed for repairs?
- Providing
electronic copies of the Airpark Roster – All BoD members have received
copies of the email thread – except for some reason Craig’s site was
rejecting them. What is the
history here? What is the pleasure
of the BoD?
- Driving
on Taxiways – it seems fairly clear from the signage that has been placed
that folks should have some clue that it is not permissible. The Bylaws speak to the responsibility
of an employing homeowner where damage occasioned by the construction
trades is concerned – however, there is no outright prohibition of driving
on the taxiways. What is the
pleasure of the BoD?
- A Social
Committee needs to be appointed according to the Bylaws – what’s the
history here? What’s the pleasure
of the BoD?
ITEMS FOR THE
GOOD OF THE ORDER?
ADJORNMENT.
