The meeting was called to order by President Kelly at 7:00 PM. Present were: Kelly Wilson, Alan Wright, Herb Jolliff, Craig Cowles, Robert English, Keith Moes, and John Horn. Andy Andersen was guest.
SECRETARY:
The minutes of the previous meeting, taken by Andy Andersen in Robert’s
absence, had one correction: Keith Moes was the one who made the motion to
approve the ODA agreement. Craig Cowles
made the motion to accept the meeting minutes as corrected, and Keith Moes
seconded. All approved by voice vote.
TREASURER: Nothing new to report since the last
meeting.
MAINTENANCE: Craig said he had mowed some of the
lawn strips between the taxiways. The
equipment is working well. Only problem
is that people will take their dogs for walks in the grass strips and not pick
the poop up, which complicates the mowing operation.
Some of the State taxiways, around the hangars,
have large cracks in the pavement and will need repaving soon. Since these are State taxiways, they are not
within IAHA jurisdiction. All we can do
is to tell them about it; they will repave when they get some money for it.
There is usually a volunteer clean-up crew
around July, and as the time approaches there will be an announcement in the
"Loud and Clear" newsletter.
ARCHITECTURE: Dave is away, so there is no
report.
OLD BUSINESS: Discussion turned to aircraft
pads, and the three properties that signed agreements last year to install
one. Those that haven't started their
projects should be subject to a lien on their property sometime soon, though
certainly there is time to talk to them before filing papers. John suggested giving them a deadline of
June 1 to see some excavation started, and the lien goes on if no work has been
done by then. Kelly said he would talk
to the neighbors in question and give them that deadline.
Regarding the recently signed ODA agreement: Dan
Clem is very happy that both of the Airpark agreements have been signed before
his meeting with the FAA.
NEW BUSINESS:
Andy spoke up about the current Oregon House bill 2819, the
"Airport Planning Area" bill, which modifies ORS 197.298 and 836.605:
he said that Dan Clem had told him that the bill has been amended while in
committee, having to do with any proposed expansion of airports needing
approval of surrounding counties. That
amendment is actually redundant with existing State law, however, so the
motivation is probably a political one rather than legal. There is a public hearing scheduled for 28th
April, from 3 to 5 PM in the State Capital building (room "E") for
the Land Use Committee chaired by Mary Nolan.
Anyone wanting to testify should bring 20 copies of their proposal.
GOOD OF THE ORDER: Herb Jolliff announced that
the next ISAS meeting will be July 13, at Gabel's hangar, at 7:00 PM.
ADJOURNMENT: Herb made the motion to adjourn,
and Kelly seconded. All approved, and
the meeting was adjourned at 7:26 PM.
