IAHA Special Meeting

September 5, 2013

The meeting was called to order at 7:00 PM by President Gary. Present were: Dave Martin, Robert English, Gary Van Horn, Craig Cowles, Alan Wright, Herb Jolliff, John Horn, Gail Hill, and Kelly Wilson. Norm Rainey, Henry Bartle, and Jake Thiessen also attended. Dave Ullman, president of EAA 292, arrived later.

Henry Bartle stated his case, saying he was not wanting to do anything that might endanger the TTF agreement with the FAA, and he was not taking on any new projects.  Jake Thiessen then stated that he had been attacked for bringing up the point in the first place, but Henry and he discussed the issue since then. He said he would be happy with whatever the Board decides.

There was some discussion among the Board members regarding how to handle this particular situation. Alan said that if both parties are amicable about this then the Board wouldn't have to do anything at all.  Gary stated his position, referring to the current regulations, saying the ODA needs to be notified and permission granted from that agency.  Henry further explained his position, specifically that his business address on Airport Road is where his business has to be done, and the ODA has said that as long as no money changes hands at his house then the ODA didn't care.  Further discussion ensued around the minor point of whether work could be taken to his house for further work and then brought back to the commercial building in the morning.  John reminded everyone that Henry has stated that he is going to stop working on anything at his house that might be construed as commercial, and Henry agreed, saying he had the best interest of the airpark at heart.  Gary referred to the letter that had been written to another member earlier in the year about a similar issue, saying also that we are all neighbors here and that it was important that all parties understand what kind of issues were at stake.

After Henry and Jake left, Gary stated that we had received communication from the ODA to replace the non-functional gate at the restaurant parking lot.  Alan gave some history about the agreement process with the ODA, specifically that they had originally wanted us to put in motorized locked gates at a cost of approximately $30,000 per gate to install.  Dave said that as long as the gate discussion was limited to the single entrance from the parking lot he would have no problem with that; the real worry was whether this would be the start of a trend of "gating" the taxiways.  There was lots of discussion on the various concerns that people had, present and future, about worst-case scenarios, including driving around the gate and maintenance issues. Gary had some points that he had no experience with, such as increased liability since State funds would be procured to help install the gate.  His main concern was whether we should respond to the ODA. John said we should respond positively, but not to the point where we say "yes."  Continuing to explore the options, without specific commitment for a new gate, was suggested as the current way to go.  John made the motion that the Board would respond to the ODA saying we do not want to participate in the cost of this. Herb Jolliff seconded.  After further discussion, a vote was taken. Three voted "yes," and the rest voted "no" so the motion failed.  John made another motion, that we send a letter with the ODA saying we have concerns and would like to continue the discussion regarding alternatives to the gate, and Dave Martin seconded.  There were two "no" votes, and the rest voted "yes," so that motion carried. Gary asked the other Board members to email him questions and concerns that might be included with the letter he will be sending to the ODA.

The meeting was adjourned at 8:04 PM. Next regular Board meeting is October 24, 7:00 PM at the EAA hangar. Respectfully submitted by Robert English, secretary.
