The meeting was called to order at 7:22 PM. Present were Alan Wright, Gary Van Horn, Craig Cowles, Robert English, and Phyllis Upright. There was just enough for a quorum.
There was one change suggested to the minutes of the previous meeting: the seventh paragraph, first sentence relating to George Jennings, can be removed with no factual alteration to the remaining minutes. Alan made the motion that the minutes were approved as corrected, and Phyllis seconded. All approved by voice vote.
The comparison process began between the original By-Laws article VIII and the rewritten version that came back from the lawyer, deciding what should be part of the final draft to submit to the homeowner membership. After much discussion about finer points of vocabulary, it was decided to drop most of the changes suggested in the first part (except for some verbage clean-up toward the end) and adopt the new “1a” segment which describes the ingress/egress access fee. Alan made a motion to accept these changes, Gary seconded. All approved by voice vote.
The next order of business was article 3 section 1 of the CC&Rs. The intention here was to have the CC&Rs not conflict with the By-Laws in respect to the ingress/egress agreements. The paragraph that had been adopted for the By-Laws (“1a”) was added as “section 1a” to this section of the CC&Rs, and a sentence extended with the phrase “and shall be a continuing lien on the property”. Alan made the motion that the wording for this suggested change be adopted, and Phyllis seconded. All approved by voice vote.
These changes were going to be e-mailed to Jennings office for further approval, and the final language is to be presented to the general membership for a vote on December 7 (the date for the year-end meeting). Page 18 of the By-Laws states that changes of this type are to be decided by a simple majority of those who show up at the meeting, so the 2/3 majority does not apply to these changes (since we are not changing the assessment). The assessment itself was decided to be $100, the same as previous years. Gary made the motion, and Craig seconded. All approved by voice vote.
Gary reported on what he found out about Treasury Bills: these can be secured through brokers or through the Portland branch of the Federal Reserve bank, and usually yield higher than the regular bank CD rates are. The Association can put some money into one of these.
Old business: the Martin sidewalk on Airport Way is set to pour tomorrow. They have asked the IAHA to pay for the concrete. Martin and his neighbor (Ernie Moreno) are splitting the property easement between the two of them. The concern of those present was that this might set a precedent, and that was assuaged by the assertion that this would be a one-time-only action – besides the fact that it is of obvious community benefit. The motion was made by Alan to approve the expenditure of $3,000.00 on the basis that this was only for this case. Craig seconded. All approved by voice vote.
The meeting was adjourned at 9:24 PM. The next meeting is tentatively set for the 21st of October at the same location.
Respectfully submitted by Robert English, secretary.
