The meeting was called to order at 7:03 PM by President Gary. Present were: Dave Martin, Kelly Wilson, John Horn, Robert English, Herb Jolliff, Al and Margaret Cleveland, and Gary Van Horn. Alan Wright was unable to attend this evening. Several guests were in attendance.
SECRETARY: The draft
minutes of the July meeting have been posted online for the last few months. Dave
Martin moved that the minutes be approved as posted, and Al Cleveland seconded.
All approved by voice vote.
RESIDENTS QUESTIONS: Dave Ullman gave a synopsis of the ODA meeting downtown that spelled out long-term development plans for the Airport during the next 20 years. The City of Independence has assembled a task force to study the potential for commercial development of the airport, and the initial meeting is next Tuesday October 30 at the EAA hangar.
Gary mentioned this also, saying that he has proposed that the City, the FAA, and the State to coordinate so that all future development protects the interests of pilots.
Anne Scheck thanked Margaret for helping with the Ice Cream Social, and one of the reasons she assisted with this event was to make sure our community shares good relations with one another so that challenges can be met as a unified group.
The subject of Block Herald spotty coverage came up, and it turns out that there are several block heralds who are not forwarding everything. Some blocks hardly send out anything at all and others who send out everything. Margaret is working with people to get volunteers to step up as replacements where needed. Several residents are not on the email system by choice, so they could only be reached by regular postal mail rather than the Block Herald system. Some alternatives were discussed.
Regulations to enforce the cleaning up after pets were also discussed, in addition to barking dogs (considered a nuisance by City ordinance). Further discussion was entered into regarding other types of nuisance behavior such as electric vehicles as well as children playing on the taxiways. Dave Martin proposed a speed limit of 10 mph for all non-airplane vehicles, and this was also discussed at length. There was also some discussion about possible fifth-wheel trailer rental units. Gary will send a note out to the Board members as a draft to clarify the Board's stand on these points.
TREASURY: Margaret reported the current balances on accounts, and there were very few checks written since the August meeting other than the crack sealing work that was done recently. Only one lien remains of the ones that were filed. Margaret has been adding a $100 fee to the liens since there is lots of work involved on her part, which has been complained about but this does get paid. Gary said that this should be given to Margaret to cover her expenses, and there were no objections. Several properties are in escrow and there is no word from the realtors whether the new owners have received copies of the ByLaws and CC&Rs. There were several people who reported that the realtor told them they were not responsible for homeowner fees if they were not pilots, which will be pursued.
The neighborhood roster is being assembled and should be ready in another six weeks.
One property has gone into bankruptcy, and the Bank has sent a letter to Margaret asking what fees are owed, so she has replied to the Bank with the requested information. The lien will be paid by the Bank.
Also, the foreclosed property on Mooney is in the last stage to get it ready for market.
ARCHITECTURE: Dave reported that the house on Mooney now has a roof, has been painted recently, and the ramp is under construction. A spec house is being planned on Stinson, and the plans for this house have been put before the Committee and they had some suggestions for improvement. No other projects are current.
MAINTENANCE: Al reported spraying work has been done, and Fall maintenance will be done soon on the tractor to put it up for the Winter. The rock spreader, which is now being shared between the homeowners associations, is available for doing work when needed. The flaking coating on various taxiways was originally going to be dealt with by using a rotary wire brush but that unit is in for repair; for now, Al advises sweeping it up until the flakes can be dealt with properly.
John put the question before the Board regarding the timing of the taxiway work. 2023 or 2024 is proposed for runway work by the ODA, including lengthening of the runway and more clearance area at each end, so there will be no runway at any rate at that time: tearing up the taxiway system at the same time would not be a hardship. He also asked regarding whether we do one taxiway at a time which would not be such a handicap for the Airpark overall. Lots of discussion followed. The consensus of the Board was not to change the long-range plan unless there is some emergency work that needs to be done on any taxiway.
PRESIDENT'S REPORT: Gary spoke about the ODA meeting regarding the long-range plans for Independence Airport, the final draft of which will be coming in January, and he wanted to be sure that both the South and North Homeowners Associations have a chance for feedback on the plans at this stage. We are the biggest group of people to be affected by whatever is done with the Airport, so our input is vital. The proposed fencing around the Airport, including a running chain-link fence east and west of Airport Road (making it bracketed by fencing), was singled out for particular criticism.
Gary had a draft ballot in front of him with some names filled in, and all agreed to stay (including Gary), so the same names will be on the ballot for 2019.
ADJOURNMENT: The motion was made to adjourn at 8:35 PM. Next meeting is the general meeting on Sunday, December 2, at 2:00 PM in the EAA hangar. Respectfully submitted by Robert English, IAHA secretary.
