The meeting was called to order by President Gary
at 7:00 PM. Present were John Horn, Kelly Wilson, Rena Peck, Herb Jolliff, Dave
Martin, Robert English, Gary Van Horn, Craig Cowles and Alan Wright. We had a
quorum this evening.
Dave had a comment about the Polk County ballot
that has been sent around, encouraged everyone to vote as they saw fit.
SECRETARY: There was one correction to the July
28 minutes, a slight change of wording regarding a motion to approve the April
minutes. Dave moved to approve the minutes as corrected, and Herb seconded.
All approved by voice vote.
TREASURER: The latest balance sheet was
circulated, with the ditch work coming in less than estimated. There was only one house lien; everyone else
has paid their dues.
ARCHITECTURE: There has been no new meeting of
the Committee since June, when they made a decision to approve the second
hangar on Larry Kruljac's property.
There was a question about that, specifically how far that new hangar is
from the property line, but there had been no objection from the City or from
the Committee about that.
MAINTENANCE: Craig talked about the latest round
of taxiway work, and how he made the workers do the sealing twice since they
missed so many cracks the first time they went through. The drainage ditch, on
the other hand, turned out very well. The new work coming up on taxiways may be
done by another company, called Valley Custom Sealcoating. Their work on the North Park taxiways has
been very satisfactory. Craig passed
around a three-part estimate letter that Valley compiled for IAHA. Craig's recommendation was to do the first
two items on their estimate this year, and wait until next year to finish as
the weather is getting colder. There
was some discussion about references besides the North Park, questions about
what kind of guarantee do they offer for their work, and defining the scope of
work and when each step will occur.
John suggested taking it up with the contractor to delineate which areas
specifically merited the more intense work.
Gary said the cracks should be sealed first, and he would like to see a
specific bid from this contractor for filling the cracks on the taxiways
including what kind of material he is going to use. The Board was unanimous about how well the last crack-seal job
has been holding up, and using the same material and method would be
ideal. Craig said he would talk to the
contractor and get specifics, and then a decision can be made.
There was a motion tabled from a previous
meeting about approving an old estimate from the earlier contractor, but since
that contractor seems to have lost interest in dealing with us there is no
point in voting on it.
PRESIDENT'S REPORT: In a letter received from DoA they served notice that our Access fees are going up to $17.50 per month. This will be effective as of July of 2012. The amount if $210 for Fiscal 2012-13 will be collected as usual with the Annual Maintenance Fee with this December’s Billing. This is the first increase from the $15.00 fee established in 2004 and continues past practice of keeping the IAHA Access Fee on par with the monthly tie-down fees on State Airports.
The subject of an access gate came up, and there
was lots of discussion about that, but no decision was made at this time.
The first draft of the ballot was passed
around. The addition of Gail Hill for
Treasurer is the only change from the current slate. The EAA hangar is considered a good location for the December
general meeting and the reservation for the date of December 4 is going to be
made.
ADJOURNMENT: The meeting was adjourned at 7:55
PM. The next meeting will be the general meeting at the EAA hangar on December
4 at 2 PM. Respectfully submitted by
Robert English, secretary.
