IAHA General Membership Meeting

December 5, 2004

The meeting was called to order at 2:40 pm by IAHA President Alan Wright. He then handed the microphone over to Paul Psenster of the Hop and Heritage Festival Committee.  This event was held on September 24 and included the airport as part of the festivities.  After giving a brief history of the event, he publicly thanked the members of the Airpark community for their participation this year, and presented the Membership with a commemorative plaque in gratitude for that participation.   After the presentation, Alan said that the award really should go to Harry Malette and others who did the actual work.

Alan publicly thanked the current members of the IAHA Board – first VP Gary Van Horn who was instrumental in helping draft the ingress/egress agreement between IAHA and the ODA, then Secretary Robert English and Treasurer Gail Hill as well as our Maintenance crew of Craig Cowles and Lynn McDonald and the Architectural Chairman Gregg Smith.  Social chair Patsy Billiar was also thanked, as well as Members-At-Large Phyllis Upright and Lois Martin (Lois was also editor of the Neighborhood Newsletter, and was thanked for that).   Lastly, Dave Martin was thanked for taking over the head of the Outbuilding Committee after Dewey Erlwein left.

Dave came up to the podium after this and made an announcement about the “Saturday Night at the Movies” program that the OPA chapter had just approved.  The program would begin on the 8th of January and a program would be printed up and stuck in people’s front doors about particulars.

Alan came back to the microphone and announced on Marilyn Husser’s (OPA Treasurer) behalf that it was not too late to make a reservation for the OPA’s Holiday Dinner.  Alan then made the IAHA committee reports beginning with the Treasurer – Gail was not present, but Alan said that the books would be audited by Ron Carrol on behalf of the Association and the results would be made public when they were ready.  The next committee report was for Maintenance – Craig came up to the microphone along with Lynn and gave a description of the work that they had been doing on behalf of the Airpark throughout the year.  Gregg Smith came up to the microphone after that to describe the decisions that had been made at the year’s Architectural Committee meetings.

Alan then reviewed the year’s major issues, which included the ingress/egress agreement with the ODA as well as the correction of the property boundaries as transcribed on County maps.  The new web page was also mentioned, along with the fact that there was no cost to the Membership for this service (as it is part of the ISAS web site).  Among the more controversial issues that emerged during the year was the discussion about the proposal for the IAHA outbuilding, continued as it had been from the previous year when Dewey Erlwein brought up the idea at last year’s General Meeting.  The new connecting crosswalk was also mentioned (between Bonanza Taxiway and the street Airport Way), and Alan gave some background on past practice of the IAHA Board in regards to making walkways between the taxiways and the streets, giving the order in which the walkways were constructed over time.  The tractor purchase, for the behalf of the maintenance crew, was also described as well as a pressure washer which was purchased a couple of years ago to take care of slippery walkways on common property.

Before the election results were given, a member on the floor publicly questioned the authority of the IAHA Board to make decisions regarding expenditures of the sort that Alan had described.  The question was answered by saying that it was for the maintenance of common property.  This started a heated discussion about where the authority began and ended in regards to spending the IAHA Treasury’s money.  Alan read from the CC&Rs, (article 3 section 1) regarding the assessment and its use.  Andy Andersen stood up at this point with a reminder that back when he was on the Board there had been an issue with the ODA about people walking onto the main taxiway, and the sidewalks between properites was a mutually agreeable remedy to that problem.  Andy further said that he himself still pays taxes on the property on which the walkway sits, and that the IAHA’s only contribution was paying for the concrete.  Another issue was brought up from the floor at this point that the decisions about expenditures should not be done in a vacuum.  Alan responded about that by reminding folks about the website which now also includes email notifications if the page should change for any reason.  He further mentioned that there had been no desire or attempt at subterfuge, that one of the main mistakes was not notifying the Block Heralds as regularly as would have been desirable.  He further stated that he had been over the ORS statutes about what portions of state law with which IAHA may or may not be in compliance, and that he had found some, further that this was a matter for the newly elected Board to take up for the new year.

Lynn McDonald stood up and stated at this point, for the Membership’s benefit, that the cost of the new tractor would work out to $5.00 a year per household if the tractor lasted 20 years and were then retired.  Alan followed that up with a reminder about mowing the lots, which were usually done toward July (because there would have to be two mowings otherwise) – people would sometimes dump trash on these lots which made them doubly difficult to mow when the time came.  Mowing the lots early in the year, to keep them clear, was the only solution to this problem.

There was a further statement from the floor at this point that a scheduled November meeting was never actually held, and that member questioned what the Board had done behind the back of the Membership.  Alan stated he decided that there was no new business before the Board for that meeting, and furthermore that there had been enough controversy about existing issues that he did not want further trouble in those areas.  No business was done behind anyone’s back, he said.  The preparation of the ballot and the informational vote about the outbuilding was simply prepared and distributed.

Further points of discussion ensued from the floor at this point – one was about continuing to use the Block Herald system to get word out about meetings in the future, that the existing communication process needs to be looked at and used properly, and that perhaps there should be a new by-law for a cap on expenditures that the Board can make without seeking wider approval from the Membership.  There was also a point brought up that perhaps there should have been better planning for the walkway system so that they would actually line up with one another (this was greeted with laughter and applause).  Alan agreed, and further stated that the location of walkways depended on who wished to proved the easement for one.  Another point from the floor had to do with the stated meeting times as printed in the neighborhood roster, that the meeting dates & times as stated there did not line up with the actual meetings this year, and Alan stated that this was true but he had relied on e-mail and telephone calls to get the word out (as people had requested that he do).

At this time, vote-counter Karen Brown came up to the microphone to state the result of the ballots.  She first stated that Eileen Krummell had helped her to tally the votes so that there were two sets of eyes going over these for added accuracy.   She then read the names of the new 2005 Board:

PRESIDENT: Richard Juve

VICE PRESIDENT: John Horn

SECRETARY: Robert English

TREASURER: John McCoy

MAINTENANCE: Lynn McDonald & Craig Cowles

ARCHITECTURAL CHAIR: Gregg Smith

MEMBERS-AT-LARGE: Phyllis Upright & Dennis Widby

ADVISORY VOTE ABOUT OUT-BUILDING: No

Richard Juve was invited up to the podium to say a few words, and Richard first thanked those who voted for him and said that it sounded as though he had his work cut out for him.  Alan then wrapped up the meeting by asking if there was any new business.  There was one question from the floor about a container that Harry Malette had said could be used for equipment storage, and Alan said that IAHA didn’t have anything to do with that.  With that, the meeting was adjourned at 3:47 PM.

Respectfully submitted by Robert English, secretary
